Summit war for sure.

Can't top that lineup. Too much diversity and stakes. No other saga has this many arcs that can hold their own by themselves like this. I can't even name you the arcs in the Water 7 saga, I only know W7 and Enies Lobby.

Post-war arc

This is the one of the greatest runs any manga has gone on. W7 is great but overrated on rereads. War saga clears every time.
It's the only saga which felt like it had real stakes.

>Sabaody when Luffy was on his knees crying helpless fully admitting defeat, the straw hat pirates completely annihilated.
>Impel down when Luffy was at death's door and never got his revenge or overcame the arc antagonist Magellan, resorted to running away.
>Marineford where WB and Ace got packed up and Luffy left as a lifeless corpse of a man.

All 3 of these arcs ended in a way no One Piece arc had ever done before or after.

It's sad how Oda dialed it all the way back and turned it mickey mouse all of post timeskip.

Water Seven arc was the best arc in One Piece history, the writing was at its peak during this arc.
Enies Lobby sucked tho.

Water 7 Saga hands down. It holds two of the best story arcs of One Piece (Water 7 and Enies Lobby, IMO they're THE two best arcs of One Piece), plus a decent introduction short arc (many may argue that Long Ring Long Land is a below average arc, but it's alright considering only the manga) and one of the best short "postlude" arcs of all time (Post-Enies Lobby).

On the other hand, the Summit War Saga is a bit inconsistent. It has another top short arc (Sabaody), a so-so arc (Amazon Lily), a pretty solid arc (Impel Down) and maybe the best conclusion short arc (Post-War Arc). While Marineford itself is a fan favorite, IMO we can see some flaws that would become more evident in later arcs (e.g.: Wano, Oda is unable to conduct a large-scale conflict).

Keep in mind that the things said above are only my opinion and I'm not the "know-it-all".

Honestly it's a matter of taste and preferences, both are along with sabaody are the only arcs in my S tier.

If you prefer character based writing you will obviously prefer W7, if you prefer a grand climactic arc its Marineford
