The only thing that confuses me is uhhhh where are the regular horns?

In Kaido’s zoan and hybrid forms there were 2 sets of horns because in his base form he already had natural horns. So he had the dragon horns + the horns he was born with

Here (unless I’m blind) Loki just has his regular horns

Maybe it’s a weird type of dragon

This is Luffy's normal body compared to Ragnir's head:

And in this instance, Luffy is several times larger than the squirrel.

I guess we will see how Loki compares to the MMA monsters, which are much much larger than even Loki's base form. So far it points to Loki not being any smaller.

kaido dragon first appearance was menacing as fuck lol. people were hyped as fuck back then. there was no discussion about it being goofy at all.

Like, we don't have to rewrite history to make loki look good. He's still massively above kaido in terms of strength. But all this excessive wank is just too much.

Not so goofy, it has some aura, the horns pattern are much better, and the face is much more Dragon-ish than Loki's surprisingly, which looks like a Wolf's face.

But well, I will wait for other Panela, sometimes Oda go completely retarded in some panels, or most of them.

Fair enough, Elbaf having squirrels bigger than the giants is just so funny to me because all the other “giant animals” still have been smaller than the other giants
