Harald was not worthy
He was Strong enough just like Loki
But he is not the same as Loki, especially on his mindset.
So even tho he even defeats Ragnir, Ragnir wouldn't accept him to eat the fruits or even become his partner.
And even if guys like Luffy, Zoro or any top tier defeats Ragnir, Ragnir wouldn't even acknowledge them and become their partner.
Loki is the only one worthy just like How Luffy is the only one worthy for Nika's fruit.

I personally believe he could have tamed Ragnir and eaten the fruit. But it's pretty pointless to discuss that, he ultimately didn't and Loki surpassed him, which is what Harald himself implied. After Loki stopped Harald, Imu himself was shook, something that Rocks himself could never accomplish, nor could anyone else in that generation.
Prime Harald was on par with Xebec yet loki was stronger, bullshit....

While Loki was always been portrayed be abnormally strong since birth, the most overpowered born monster in the show....
