Its petty obvious that the eyebrow flip meams Sanji activates his genes. It makes no sense that Oda explicitly states that the eyebrow flip was thr sign that activates his latent genes and then draw them reversed after the fight. If the eyebrow flip is noted to be the result of his activated genes why does it revert. Also Sanji being colder in this form is more akin to Goku in SSJ3 where he becomes more direct and less goofy. Doesnt mean that going into SSJ3 only gives Goku a change in personality. The change in personality is part of the modifications. So when the eyebrow flips he gains all the mods. When its not he doesnt. Also Sanji surviving Nusjuro's bite is literally nothing but Sanji's natural durability. Sanji has tanked blades, sword slashes, crushing blows before the germa mods and you think he would be affected by a horse biting him. Come on now! The impossibility of toggling your genes is due to Sanji invoking the power of love. His Collier coup looks completely like his normal DJ flames, no lightning. Based on the Collier coup panel and the others ones i mentioned and posted, if we didn't know it was a new Jambe, we wouldn't have guest it was a new PU, because it looks like a normal DJ. Even in the panels when he is comboing Queen, they looked like normal flames.

Eyebrow changing equals exoskeleton, that's all. He needs the exo for IJ, but that doesn't mean he has to use IJ when the exo is on. He can fight without using a jambe mode, or even use DJ with the exo. In fact, I'm surprised he never uses exo DJ because that'd be more than enough in a lot of situations, IJ is often overkill. That's like Luffy excessively using G5, even against freaking Lucci.

I've gotten golden Sanji again
although, it took me 5 tries to get him.
Now that I saw other characters such as Gaimon or Pudding get silver frame, I think it's not related to the character's actual place in ranking, but rather a random reward.
