Tbh I don’t think you can classify shamrock as an elder lmao we really don’t know how the ranking works in the WG after all Harald and shanks were god blades for years before becoming knights while people like Sommers had the title. I think on average Gorosei > HK but I wouldn’t be shocked if shamrock becomes an exception

Thing though is god blades are not recognized soldiers and not really part of the Imu’s army hierarchy. They are like foot soldiers that are yet to be recognized by the emperor/army so can’t really scale them like regular soldiers. Regardless a god’s blade is not really besting a holy knight coz of immortality. With proper intel & CoC coating it’s possible but that’s a very rare case. If you go up Imu’s heirachy there’s additional perks that make the Gorosei much stronger than the holy knights (CoC coating for attack & defense) & demonic transformation with special abilities.

Shamrock is not going to be stronger than the Gorosei imo.
