I still think it's a great feat to go and face the main villain on the island despite your fear and being way weaker than they are.

I mean, I would love a PU for Usopp so he'd stop being a bum, but Usopp's character was never about that.

I've watched his fight against Ms Valentine in LA, and while he got beaten badly, he saved his friends, and it was a good look on him.

I think there’s a very real chance that Oda doesn’t view Usopp’s weakness as a flaw and instead wants to capitalize on it to show that he’s a “brave warrior of the sea”

Which means he may never get a “true” powerup and become a heavy hitter like some people want him to

Because then he’d be so strong that he would never feel fear so he could never show his “bravery” and in all fairness his best moments typically involve him overcoming things through trickery or ingenuity against a stronger opponent (on paper)

So maybe Oda wants to maintain that

Not true, Katakuri was Luffy's biggest battle arguably all of post timeskip. Heck he was given more respect than the Captain in that arc. Before that he fought Cracker and was struggling. Again, you could make the comparison if this were WCI we were talking about. It just doesn't work for Wano because Luffy had moved on to bigger things.

Katakuri took over the main antagonist role from Linlin once her hunger pains happened. It’d be more like saying Luffy would have a rivalry with Perospero at that point. Oda doesn’t do that, he has Luffy go straight for the head antagonist
