Yeah, except Gaban tells us that the only way to do actual damage to a HK is to have Conq Haki.
And the other two members of the Monster Trio have it, as well.

Gaban and the Roger pirates have also failed to ever finish off the HK, hence why Super Sommers is still around 40 years later.
Sanji basically accomplished vs Killingham what Gaban did vs Super Sommers earlier and he didn't even need to use aCoC.

If Sanji gets PoL, but Luffy and Zoro don't, would that not make things equal?

If anything, I'd say he will get a "PoL Bloom" rather than a "haki bloom". Hopefully this arc.

Like I seriously doubt admirals need CoC to end them. Their Logia awakenings would do the job.
And aCoC can beat them, but not kill them. Some might just die when Imu does, the ones alive go to jail. I doubt Oda's gonna start killing every villain.
