Even Dragonball was inspired by other anime/Manga to some extend. Just like Naruto and other shonen. There's nothing new under the sun. As such I doubt Oda copied anything specific, but obviously he won't reinvent the wheel.

That is Luffy’s level. We never talked seriously about G2/G3 Luffy when he had G4 stamina problems, we talked about his peak power.

No we didn't. Tons of people place Dressrosa Luffy below Mingo including myself, even though G4 was portrayed above Mingo. With Mingo specifically not damaging it even once.

Fighting Luffy in a death battle is not Kizaru's role in the story. That is Akainu's role. This is precisely why Oda made Kizaru stalemate G5, with neither party doing much, and throwing tons of caveats in for Kizaru specifically. I assume Oda believes Kizaru isn't far from Akainu in PL, so the exposure to an all out Logia Admiral will come with Sakazuki. It's typical of Oda to keep his cards held closely until its time for the character he wants to show out.
