It’s the exact same thing as when Sommers was cut down by Gaban which as we were told, stopped the regeneration.

Again, nobody mentions that Sanji (or Jinbe, or Franky) actually stopped the regen. I'm pretty sure Oda would have put emphasis on that since nobody else has been able to do that yet. You did this with his attack on Nusjuro too, I'm not sure why you think Oda is an idiot that gives the characters random abilities but never explains those abilities and never even states that they have them in the story.
I don't know how you're not taking the fact that Gaban only mentions Haki as a possible counter to it, as well as Oda now giving them a huge cop out with this metal heart thing, as proof that nobody can currently counter the regen right now and that Oda will find another way for them to do so.
