People are repeating history. Gaban is with young Shanks who face mihawk and blackbeard before so he.has idea of his hakj but.it was not.yonko Shanks. We don't know.of Shanks unleashed angry haki on loki which loki got gang up by his crew to finished quickly or didn't show coc blast.

We did on killer strongest pirate statement at wano lead many people believe kaido > Shanks but it was misdirection by oda. Same thing happened on this chapter.

When Shanks and his crew appear outnowhere and pull coc Blast on imu cause him to tweak. That is oda of saying lol you thought imu haki is stronger than Shanks.

Gaban live in Elbaf, where Shanks based located. But he said that Imu haki >>> GV haki>>>> Shanks

Oda may as well think he still needs to add a panel of Gaban saying such in case if there exist a mentally challenged individual that still believe ImuSaturn, DR Xebec or anybody on old gen to this era is above Imu himself

By showing all powerful individual like Xebec, Harald, God valley war, new lvl of power like demon Xebec, HK Harald, Imu posses Saturn/Gunko and finally true form Imu, one after another in just one arc.
It's a sign we're moving to end game and need to get past all these irrelevant nonsense about PK lvl still becoming a thing.
Can't think of anything but another Loki hype (with Luffy after power up) is on the way.

if shanks fought loki at sea or some other island, scopper wouldn't have been there to see shanks unleash his haki

dorry and broggy must have been there, because they make the comparison of joyboys haki to shanks's, what other instance would they have been present to feel shanks haki to that degree

Also the statement does not just have to tie to haki strength, but it's characteristic of being so ominous, even more ominous than domi reversi xebec

It is a matter of reading comprehension.
He isnt praising Imu's haki as strongest, this is merely narrative hype device, the same that was used through GunkoImu when he also didnt say that her haki was strongest.
Eventually, you will get it, comrade-chin.
