How things look with no bots. 
The Zoro-sweep in this week's World Hot Characters update makes sense, since I think they reset the trends after the midterm results reveal.
In the very first update, which was revealed on March 16 JST, Zoro was #1 in Japan and #2 everywhere except the Americas.
Both of these updates were from clean slates. Next week's update will rely on how things compare to this week; i.e., whether a character received more votes in a specific region than the previous week (this week), BUT not more votes overall (total-wise).
TL;DR - The botting claims are cope; it's just Zoro fans locking in during a clean state after the high of the midterm results.
