I don't think it's the same. Lucci for example could also change forms, make himself bigger or smaller/leaner - but i doubt he can make himself in human form bigger or leaner. It would lead to him going into Hybrid Form again.

And then there is the PL problem, he is simply wayyyy to fucking strong. Zoro and Sanji are the wings of Luffy, they are supposed to be the strongest guys after him. Even after their PU's i highly doubt they gonna be on Loki's level, let alone above him.

Oda already made Sanji fight Killingham instead of the one of the most Sanji opponents of all time, which is Super Sommers, so i guess there is a good reason for that
On the bolded bit there are multiple ways around it.
1.) Loki's awakening -> Awakened zoans are said to be able to affect their environment so Loki should techically be able to shrink Ragnir.
2.) Lilith -> Ragnir is ultimately a hammer so Oda could very well have Lilith shrink it with one of her gadgets
I hear you on the the PL ting though and imo that is the only obstacle to him joining in my opinion that is of course if Oda's hellbent on mantaining the sanctity of the M3 being top 3 of the crew. Still though I'd say let's wait and see what PUs the wings get first. Oda's not really that consistent with PLs in the first place.

Notice how Oda gave Sanji the most potential troublesome enemy. Because even Super Sommers fears Zaza alone, Killingham himself was thinking he overdid it when he summoned her, which means he still gets surprised by the capabilities of his own powers..
Clearly meant to push Sanji to his limits eventually, not to mention Sanji is kinda nerfed by Imu's Omen CoC nuke, that was mentioned twice in 1182
The possibilities here are crazy, i believe Super Sommers is clearly superior to Killingham in CQC, but K's Mythical Zoan has potential to easily surpass him because it rely on the opponent's fears. Imagine having to fight your biggest fear and Omen Killingham at the same time.. That if he doesn't make a fusion with the dream demon to make it much stronger

Sanji fighting a summoner with buffed up CQC due to their zoan fruit would be sick
The only problem is Killingham doesn't have as many narrative ties to Sanji character wise but the beef between them is funny enough to salvage the matchup I guess
