There's also zero chance Sengoku has COC but no Akainu. Not even Sengoku slander that I always defended as being above Roger wings and rocks duo, but Akainu is objectively the much more relevant fleet admiral story wise and the navy canonically got stronger under his leadership.
Since destiny is a big thing in One Piece, chances you can't never become FA without COC since you're basically leading millions of men of the most powerful military organization in the world.

Using pre-Wano visuals, when Oda didn't even know of AdvCoC, is basically useless.
