I think it's just that Oda wanted to balance the panel: 3 pre-time skip fights and 3 post-time skip ones.
So he left Kuroobi out of the picture and sneaked in Judge, who barely makes sense as an actual Sanji's "fight" (even Wadatsumi in fact...).

My guess Oda only had space for six Sanji enemies, so he chose three from paradise and three from the new world.

It's a shame though, Kuroobi is one of Sanji's greatest fights.

Like people already said, it is kinda "3 pre-TS major fights and 3 post-TS....ehm...fights"
I guess Oda realized himself how he starved Sanji for feats post-TS, there are barely any 1 vs 1 for him, Luffy hogs all the spotlight, with multiple fights in one arc sometimes when the rest gets none.... At least Sanji vs Killingham is waaaaay more enjoyable than that "everyone jumps Imu" show

Sure oda would never draw it but we already saw how a hold back Kizaru could effortlessly gas out Luffy in Egghead
And Sanji is infinitely smarter in combat than Luffy (not to talk about zoro), currently he would easily accomplish the same imo

Sanji wasn't rejecting his upgrades. Those are unlocked and permanent. He accepts that his body doesn't belong to Germa, so it's okay to protect it. Regardless of whether he unlocked his powers or not.

He was supoosed to be an emotionless soldier. His mom saved him and made hom retain his emotions. His powers doesn't change the fact that Sora, Zeff and even Iva helped him be himself. So his eyebrows switched back, showing that he has accepting himself in full.
