What does it matter if Oda groups Luffy with Zoro or Zoro with Sanji? The answer is he does both. Luffy and Zoro when he wants to show the captain with his right-hand man. Zoro and Sanji when he wants to show the top two heavy hitters. Hell, Sanji and Jimbei when he wants to show off the other heavy hitters under Zoro.

I imagine Sambel (Sunbell) being the strongest after Gaban and the last of Roger's last heavy hitter if Nozudon's not included, but if Crocus is the strongest under the heavy hitters, then it'd reinforce my conviction that Chopper is the strongest of the weaker six.

Blackbeard has a much higher chance than Sakazuki at being the final villain, but the latter will still be a major villain in the final arc. Whatever Oda does with Imu is a toss-up.

I saw a theory on Reddit that Kaido was stopped by Pranks not Shanks.
You know how some fighting games would have practice mode where every time health is taken and would refill back up immediately? That's the Gorosei.
I don't put Ryokugyu above Shanks, but I don't think Shanks would have an easy time with him either. Aramaki is a mid-high diff for Shanks at the bare minimum. -
