After reviewing things further and going over chapter 0 as well. Garp = Fujitora, Sakazuki = Kong in terms of parallel is likely the case. Though I'm still sort of confident on the Sakazuki = Sengoku as well. Fujitora - Garp feels like a sure thing, Saka tho gives me mixed of Kong and Goku vibes.

Strictly speaking, Ouki is the Whitebeard of Kingdom based on his role and portrayal. But personality wise, Mougou is probably the closest to Whitebeard. I remember when Mougou calling his soldiers his sons when he do the rally speech. What do you think?
