Kidd has never been portrayed to be close to Luffy, what you call portrayal is simply fan hype. No statement in manga says Kidd is close to Luffy, Kidd has defeated no opponent that is even close to strongest opponent Luffy has. Those would be examples of portrayal.

And Zoro has both hype and feats that put him close to Luffy.
He takes a dump on Luffy if we compare their Dressrosa feats, to the point where even if he uses Gear 4th, he would get mid/high diffed overall.
Then Oda used WCI for Luffy to catch up to Zoro only for Zoro to get power up. Now luffy got power up too and he can extreme diff Zoro but nothing less than that.

@Kejon because those aren't good feats. Zoro was restricted physically, being unable to actually dodge Hawkins' attack. Zoro likewise had 2 swords, so not full power Zoro. AND Zoro had to defend Otama and Luffy. Hawkins outwitted Law but that was short lived.

Again issue is he faced fucking Zoro. Replaced Hawkins with Cracker and Cracker would get trashed just as bad.
Now replace Zoro with Kidd and Hawkins is doing much better.
