I say Issho high diffs. His CoO is on a higher level than any of Garp’s Haki stats, and Fuji will have his own AdCoC to contend with Garp’s. Even without AdCoC, Issho’s raw power per his Devil Fruit is tiers beyond anything Garp has shown.

Have you heard of the Malazan Book of the fallen series? I'm on the 6th novel, it's amazing. One of the most ambitious fantasy novels I've read, it has some absolutely fascinating worldbuilding and characters.

Similar to how Haki is a requirement to be one a Vice Admiral, Conqueror’s Haki is a requirement to become an Admiral. That post of @scoobie3 ’s about Oda’s favorite movie really has me feeling confident about the Admirals’ future portrayal at the moment.
