The RHP are just another yonkou crew. For BBP to be final villain, their crew needs to be > Imu + Gorosei + 4 Admirals + Holyknights.

Oda put like no thought into the BB pirates devilfruits. Strong Strong, Giant Giant, Clear Clear....these are minor villain devil fruits or even filler episode devil fruits. That tells me these ain't final villain material.
