Oda hasn't exactly established a force weaker than HKs that aren't fodder (vice admirals) for the WG. WG is basically Admirals, Gorosei, HK, and only HK seem like they could be at a level for mid/weak trio to beat had it not been for the sudden coc requirement.

Prior to this chapter I assumed in the final war while M3 faced Gorosei and Imu, the others would deal with the HK. We even had Chopper run down to learn the secrets in dealing with the immortality. But now it turns out anyone not born with CoC can't do shit. So even this arc they cant do...

Problem is Oda's storytelling isn't good and it gets dragged out. The Kuma + Bonney flashback seems so pointless now yet took up 8 chapters. And then 15 chapters of Vegapunk speech after that. Then Oda immediately sidelined them the arc was over.
