One thing that's consistent is how he seems to become more violent and bloodlusted every time he activates the exo. Hard to believe it's a coincidence, at this point. I'm really curious about that.
I'm pretty sure it's just a drawing mistake. Sanji told us he needs the exo for IJ, there's no real reason to assume it changed. Oda forgetting to flip his eyebrows is more likely imo.
He always has his exo on when he uses IJ, that's what made that PU possible in the first place. He wouldn't be able to withstand the heat of IJ otherwise.

Sanji is a more valuable asset than Zoro. He has comparable strength and on top that, he's an elite chef, he's much smarter, he has superior stealth abilities and he's even more versatile as a fighter. I don't see how Zoro can compete with him in terms of overall usefulness. It's a good thing...
