If Luffy were to appoint an official VC, it would be Zoro no questions asked. He’s the 2nd strongest and a great leader. I don’t think we’ll ever see him claim the title or attempt to pull rank though, that’s not how the SH operate.

Sanji doesn’t need CoC, because it isn’t an absolute necessity for his character the same way it is for Luffy and Zoro. They are aiming to be the greatest and will do anything to achieve it. At the same time, there is no set requirement for being a CoC user, those “kingly qualities” are pure...

What does it matter if an opponent is “serious” or not? This is One Piece. Personality doesn’t determine threat level. The goofiest characters actually commit the most heinous crimes (Blackbeard, Luffy, Caesar, Queen, Big Mom, etc)
