I kinda agree with you here, post time-skip Luffy was underwhelming. His only real power-up was G4, since many characters leaned haki without special training [Smoker, Law, etc]. If Luffy leaned Future Sight, Advanced Armament (and maybe Advanced CoC) during TS that wouldn't be a problem

Kaido has been fightning +12 people for 20 chapters, tanking hits left and right. If Luffy cant take out handcapped Kaido in this situation, his 1v1 against Blackbeard [who should be stronger than Kaido] is unthinkable.

Excluding nen (HxH), haki is probably the most complex power system in any recent manga (reiatsu/chakra/ki are very simple). I think Oda doesnt get in details cuz he dont wanna be bound to specifics regarding haki, and be able to change/add things at will without retcon his own story.
