Nami's the best navigator off of her years of studying and the skills she's developed. No haki necessary. She can get it for combat though, that'd be neat if she gets CoO, but not for usage in her field where she's a genius.

True, but the crew has been fighting for months in the arcs post-timeskip and haki can awaken in combat like with Usopp, I think a training arc could also work. They should've been training for it, at least Robin, but I mean yeah Oda can simply not have them go the haki route. We'll see.
I hope the crew improve, either in fights or after the battles. Ideally if they don't get haki mid-battle (the ones that don't have it), them recognizing that that's an issue and learning it post-battle would be nice.
