No, it's expected that Shanks would beat Kid. One-shot or not, I don't think the government takes such into consideration, they're not rigorously powerscaling, they're indicating threat levels and applying fitting values on pirates' heads.

Him having assistance could perhaps work or just Oda building up to him growing more powerful but looking at Chopper's past medical feats, Oda will probably just have him whip out cures as quick as Doc Q can make diseases and it may come off as quite underwhelming.
