Depends on whether we count Water Seven and EL as a single arc. Those ones, along w/ Sabaody and Skypiea, are def better than Arabasta imo. Arlong Park and Arabasta are neck and neck but I give the edge to AP. But I def put it above the very overrated Marineford arc.

I don't rly have one but I like multiple chars. Law, Kuzan, Perona, Shanks, Vivi, etc. Even minor chars like Kureha, Kokoro and Chimney.
