Hard to tell since we know so little about them but I’m going with Pitou high diff. Chrollo is doing a lot of work here and I think some hax/environmental play is neccessary to take out Pitou. I don’t think the two Zoldycks have that, at least not without one dying or both sacrificing themselves.

I think they’re meant to be distinct entities. Blackbeard already has so much going for him and has carved out a significant portion of the narrative’s future just for himself and his crew. Cross-Guild will have their own role to play but it’s one seperate from BB’s.
