I agree that it's unusual, but I see that as a stylistic choice made by Oda because he needed to make it very visually clear that Shanks lost his arm. It was also meant to be an important panel that showcased Shanks' gesture; he sacrificed accuracy for emotional impact.
It's honestly really confusing to me that we have this arc with a huge amount of strong Zoan users, probably some of the best in the world of One Piece, and Oda didn't use this chance to further explore the concept of Zoan awakening. Totally a wasted opportunity there.
