Its simply side effect of luffy's DF being retconned to a zoan one imo. Kaido had all 3 modes. Yamato had all 3 modes. Marco has shown all 3 modes. All 3 are mythical zoans.
About luffy's zoan forms its bit tricky as luffy's DF was retconned from paramecia to a zoan. Logically luffy's hybrid and full zoan coincides with each other in base as the model is human mode. Think of it like luffy is always in his hybrid/full mode.

This is how oda writes luffy's power ups. In pre skip there was a time limit for G2. In post skip same for G4 and G5. I can understand if G2 and G4 has timelimits as they doesn't fall under normal usage of his base DF but it makes no sense why G5 awakening will have such a drawback given zoan...
No hybird form shown yet has limitations like that though. Its more likely that in awakening loki can have same weakness.
Unlike hybrid his full zoan form is too big so its understandable why that form consumes much more energy.
Tbf obi wan was still getting dominated by anakin. But obi wan dominated vader with force at the end which makes obi wan's powers far less consistent.
On one hand he gets instantly clowned by dooku , on other hand he clowns vader. It makes vader look weak.
This makes even less sense as obi wan confirms he has grown weaker in new hope movie :josad:
Obi wan's handling of power level is very inconsistent imo.
