Plot wise it doesn't work given what we know of Mihawk. He's certainly nowhere near the antagonistic force the other potential final antagonists are. Plus Oda doesn't really emphasize his stature in the world like he does other prominent characters.

Then you could have Borsalino as Fleet Admiral while Kuzan and Sakazuki fight for another reason.
But that just brings up the question why bring in specifically 2 new admirals, and why there can only be 3 admirals at a time.
I don't necessarily diasagree, but I would question why Oda made him FA to begin with if all he amounts to is an obedient soldier who gets defeeated by the Revo Army's second in command. He could just stay an Admiral for that.
Sabo vs Sakazuki makes total sense.
Sabo beating Sakazuki doesn't. Or rather such a scenario would be incredibly underwhelming and make me question why Oda made Sakazuki Fleet Admiral at all.
