He's an SC so probably stronger than Peros but it wasn't an absolute necessity for him to have the higher bounty cause he was irrelevant. He was created for the sole purpose of serving as a hype tool for Urouge. Only the 3 strongest Commanders usually stand out.

Tbf it's less abt liking/disliking Jojo or Marvel movies and more abt the ending songs themselves. You don't have to like Jojo or Marvel movies to like those songs.
