It isn't I checked. Viz is the same as the physical volumes as well I think. In fact Viz translation has Sanji say "If you don't take me in, it won't be long before I'm causing more trouble than the rest of these guys put together." Which definitely isn't happening
That's not even the official translation. He was just trying to put himself close to Zoro and Luffy in terms of being worth killing. Personally I think it's an incredibly overrated line. He obviously won't be more trouble for the marines than the Pirate King.
