I don't see a point in introducing a villain like Imu so late in the story (900 chapters or so?) and not have him as FV when he is the main person responsible for a criminal system like slavery, rape and murder.

He would have been too powerful so Oda decided against it. Which still is a bad decision though given people like Doflamingo and Katakuri have had awakening.
Only in the very final battle between Luffy and Imu. Imu will show something that is beyond ACoC or a crazy broken DF and Luffy is the only one who can do that feat too.
Don't really get it why people underrate Mihawk. Irrespective of whether you like him or not.
Zoro will be the WSS and to do that he needs to surpass Mihawk. The situation is pretty clear here. Mihawk will show his true power when the time comes.
That would go too much against narrative imo. CoC has been shown as the peak of power which seperates the elite from the rest. That's how Roger became PK without any DF, that's why Shanks is the Haki man. Kaido was hyping it throughout his fight against Luffy. Then you have Ray who has it too...
Ray (right hand man of former PK) has it. Former Enma user Oden had it. And how is Mihawk the WSS and supposed to be above Shanks without CoC? I'm pretty certain that in a 1 v 1 fight against a top tier Zoro will unleash it eventually.
