It's an illusion created from willpower. There aren't actually 3 Zoro's. Since he's using so much willpower, it gives off the feeling that there's three of him. In reality, there is just one Zoro, who is 3x as strong as he normally is.

I'm pretty certain that people who vote Mihawk will vote Minato as well because it's the logical decision. Voting for Shanks and Itachi is based on vibes scaling.

Shanks is inferior to Mihawk because he's a swordsman. Mihawk is inferior to Kaido because he's a living being.
It was in a series of intro boxes. And it got an explanation because originally, nami was wondering if his title meant he wasn't human. Oda cleared up the confusion by saying he's stronger than every living being land, sea, and air.
Mihawk would have to do a lot to prove he's above that...

Every pirate in the post timeskip story acknowledges kaido as the strongest there is. Mihawk would have to do a whole lot (including explicit statements of superiority) to scale him above.
