he actually absolutely could and his character is clearly established to be able to do this. he wasn't in marineford to obediently take out whitebeard, he was in marineford to pursue his own interests and then leave.
"im measuring the distance between Whitebeard and myself" -> he learns Whitebeard is weak and old and sick and not a challenge. diamond jozu has to jump in and block for whitebeard, because Whitebeard can't block the slash himself. Mihawk immediately loses interest.
the idea that he *can't* cut diamond is absurd. a true swordsman cuts what he wishes to cut, and does not cut what he wishes to not cut. he was never aiming for Jozu so he doesn't cut him. It's as simple as that. Seastone is as hard as diamond, and people cut seastone. Mihawk could cut Jozu in half easily.
He cut the iceberg with a nameless flying slash. If he did that to the entire island he'd just cut marineford in half and sink 99% of ships, yes, that's what the manga tells you.
"can luffy escape this black blade" is not him going all out on luffy, it's him allowing Yoru to attack without his control, to see if he can escape that fate. That's why he always says "this power" and "this black blade" and not "my power". We already know from Zoro on multiple occasions (kitetsu, shusui, enma) that swords have their own personality and can choose to cut (or cut more than intended) on their own.

how can you read Marineford and see the clear scenes meant to show Whitebeard fail to use even the most basic of haki and not think it''s about strength? Whitebeard was a man who could defend from attacks in his sleep and defeated Ace, a logia user, without even waking up from his nap. He gets snuck by Squard and never sees it coming, because he couldn't muster basic Observation. Whitebeard clashed equally with Roger because his haki was so strong, but in Marineford he attacks Kuzan and when a bystander goes "He stabbed him with pure haki!" Kuzan says "Don't be ridiculous." because he wasn't stabbed with haki at all. Whitebeard couldn't even muster basic Armament. Whitebeard tries to use a CoC burst and has a heart attack, so Luffy does it for him. Whitebeard can't use the basic forms of any type of haki. Marineford Whitebeard is so far below his peak that it's a major part of the storytelling, that's why he needed all of his allies and subordinate crews and random unexpected allies from Luffy and Impel Down, and still couldn't pull it off. He failed when Peak Whitebeard would have succeeded. He literally is weak. The story of Marineford is the old generation being old, and trying to preserve the new gen.
