The whole Shichibukai system is meant to hunt pirates in Paradise while Yonko do it in New World. It is basically that. We met Mihawk hunting Krieg just for fun. Zoro being a pirate hunter for bounties and willing to become what Mihawk is, was another parallel that Oda made for him.

Mihawk is the strongest swordsman. He used to have insane duels that even Whitebeard praised it with Shanks. It is pretty much implied.
