You can give Zoro and Tashigi both top tier Haki, and make Tashigis stronger, and Asura still shreds her. Zoro is 1000 times physically stronger than Tashigi, and Asura is 1000 times stronger than any attack she has. Triple her haki over Zoro and she still loses.

Haki is part of a person's core strength, so it factors into the strength of the Swordsman, but it's not a swordsmanship technique. There is hundreds of characters who don't use swords and have haki. Now if they actually have Sword techniques that rely on haki, then yes that's counts.
