I consider her stronger than Toji. Toji had a trace amount of curse energy whereas Maki has none after her sister was killed. Toji was more cool headed where Maki is full with rage. So he might win because of that. But I consider she has better stats.

The yonko crews typically have 4 big threats per crew. Captain as the main threat + 3 main commanders as secondary threat. That makes 16 total. The Marines seems seems to have 4 main threats typically. Fleet admiral+ 3 regular admirals. Recruiting some secondary threat is not a bad idea...

Meruem is peak. Griffith was top notch in golden age but there's ongoing story. Johan is good but we don't explore him that much and is pretty linear.
