Yeah; quite a few Vice Admirals have been shown with rather unarguably limited combat prowess. Things that are way way way too low for Veteran level. There are a few powerful Vice Admirals clearly, but they aren't the standard. And some of them, particularly Tsuru, are ludicrously overhyped.

Pre-pirate pre-timeskip drake was a rear admiral. Drake was only a step below vice admiral level before he even STARTED his journey down the grand line. Put simply, the level needed to be vice admiral is not particularly high by new world standards.
