Yeah; quite a few Vice Admirals have been shown with rather unarguably limited combat prowess. Things that are way way way too low for Veteran level.
There are a few powerful Vice Admirals clearly, but they aren't the standard. And some of them, particularly Tsuru, are ludicrously overhyped.
