He was looking for Punk and went where he last saw him. He straight up released Usopp as soon as he figured out where Punk was. If getting at Luffy was really what he was aiming for, that was the perfect opportunity for hostages.
Kizaru is not doing any of this to make Luffy drop his guard. Vegapunk is the target of his mission so of course he will be the one he is going after. As long as he can get Luffy out of his way and accomplish what he is actually here for that's a win in his book.
