Mihawk fights in stages.
If he thinks you're too weak, he only uses the knife (EB Zoro).
If he thinks you have skill, he uses Yoru (MF Vista).
If he thinks you're strong enough, he uses haki through Yoru.
And if he thinks you're truly on his level, he goes all out.
I'm proposing that Mihawk...
I don't think Oda has the time for either of those. Like he said, once the flashback ends, the rest of the Elbaf arc will go by pretty fast, and then the SHs go to Lodestar, where a lot of encounters happen. He's likely streamlined the story again to get us to Laugh Tale as soon as possible...

All I'm saying is, WB was surprised that Shanks lost an arm in East Blue when he was strong enough to duel with Mihawk. Which makes it clear that it wasn't a friendly sparring, but that proper power was put into the slashes. Mihawk simply never went all out, for whatever...
IDK, man. We'll have to see what type of damage Mihawk does going all out. If the regen from the seal was the only thing allowing Shanks to not die, Mihawk's refusal to duel again could be justified.
We don't know yet how that fight went. They might've been interrupted.
We only know that:
- neither won;
- Mihawk was ready to redo the fight, but then Shanks lost an arm.
He's more Flanderized by the Buu saga, but during Cell he wasn't stupid, he wasn't even as naive as he'd been in DB. It's the internet that's rebranded him as retarded.
