I'd say it's the same scenario as Haki where he had few ideas/concepts that showed up quite early in the manga and around Skypiea, but too far from a complete thing planned.

The fight was actually enjoyable and I liked the Devil Fruit focus a lot. The lack of any moment of AdCoC clash is still ridiculous tho if this really is the end.

With the disappointment yes, he just can't ever look impressive to me even with awakening. It's also a shame he didn't any AdCoC moments against BM so far. Still, he gets way more hate than he should. He is a nice character, just not the most impressive fighter.
