No, let's look at it like this.
Luffy learns to use a sword and can fight with a sword (he uses slashes etc.)... would luffy be better with a sword or without a sword? His punches > his swordsmanship.
Let's be real here.
And I do believe something like this applies to shanks, roger AND...
While I do like mihawk, said that his bounty is 3b+ and believe that he is individually powerwise yonko level, imo he is not stronger than shanks.
Not because I like shanks more, no. I can tell you various reasons (my own) but the point is, I would bet everything that shanks fights the best with...
Mihawk > law, kidd. This alone justifies buggy becoming an "emperor".
I am sure the reason the wg put buggy so high is not only because his connections to roger and shanks but also because he is rocks child and his df is just like luffy's, with a hax awakening.

Ps. Buggy being rocks...
It's obvious that dragon has a past with akainu. And that akainu respects and fears dragon.
During the war, akainu wanted to kill roger's son, not ace. Because he saw the potential of roger in ace. Which he (along with the other marines) feared.
The same applies to luffy. More than anyone else...
Pretty much confirms what was known.

Luffy having the samw bounty with kidd and law is so stupid.
Luffy defeated kaidso 1 vs 1 while they defeated big mom 2 vs 1 and more than that, they don't even have a fleet, nor have they territories (luffy probably has, bartolomeo took a territory of shanks, so they are probably taking...
With luff being a zoan, it is highly likely that bb's darkness fruit is another hax zoan fruit disguised as darkness-logia, which is probably just a sidepower. When he awakens his fruit, his real power will be shown.
