When oda wrote his intro which hyped Kaido a lot , he most likely didn't had the power scaling of old gen planned in comparison to Kaido. There is 2-3 years of gap between his intro and wano arc. By the time he finalized Kaido's position in power scaling , it was incompatible with his intro.
I don't have anything against zoro or sanji. For that matter currently I like zoro way more than goofy. I won't mind goofy getting killed and this manga chosing zoro as new MC. But as of now it does seem like oda is creating new god tiers with God DFs like imu , loki , joyboy , nika , zaza etc...
Ryuma didn't do anything different. There is no reason not to go and conquer wano post ryuma death unless there were other strong samurai/top tiers. Once someone is dead , his power level means nothing.

Roger is nothing more than a fraud. Luffy's benchmark are joyboy and nika not Roger. Zoro and sanji doesn't have equivalents like that. It's all about gods fruits now take Loki , imu etc.
Portrayal wise luffy is 3B yonko who beat Kaido. Zoro is 1.1B commander under Luffy who beat King. Luffy is 3rd coming of god nika. Since wano oda has portrayed Zoro to be on similar tier as sanji. Again talking about portrayal.
