I think Elbaf will be more of a short lore arc to be honest. Wouldn't be surprised if this is where we get the Void Century flashback everyone expects even.
If there is a big bad it might just be Loki, if Oda wants to do one last "save an island from an evil despot" arc.
Akainu has no control over WG or who becomes an official king, if the gorosei / Imu think they need Garp back for some positive PR they will just decide so and he can only grin and bear it, unless he wants to go into an open rebellion.
I'm still Team Blackbeard is the final boss, but tbh Imu has a high chance to be the one as well. Can't see any other character getting that spot though.
All those posts saying Blackbeard will randomly be defeated on Hachinosu / Elbaf / wherever instead of losing on Laugh Tale / straight up becoming the final boss of the series.

Garp is alive, the whole point of taking Koby was to trade him to WG for an official kingdom status for Hachinosu with Blackbeard as its ruler, with Garp this plan can finally succeed. I don't think Blackbeard would be happy if he learned his crew killed his golden ticket.

Pretty much. Someone else coming and saving Garp would be a total HACKda move, especially since it happened with Rayleigh saving Boa and O MY SULONG PILLS Bepo not that long ago.
Yeah, Imu had Blackbeard's wanted poster next to the wanted posters / photos of current joyboy, an ancient weapon and the descendant of Lily because he will be randomly defeated somewhere and will totally not influence the events around Imu's fall.
