I’m of the mind that this roof fight is not ending without Zoro reopening Kaido’s scar and I think at MINIMUM that requires 33% Zoro. It would be ridiculous if a 20% Zoro managed to Reopen Kaido’s scar.

Lets not forget, the acts end with a cutaway to Hiyori playing the Shamisen.
Act 3 cant end without one of these and its awkward to cut to Hiyori when nothing is happening in the plot to her. So Oda has brought her to Onigashima so that she ends the act here.
