Doffy hard carries post TS villains. Kaido was decent, but the rest aren't even worth mentioning. Pre TS had Enel, Croc and Lucci so overall that side takes it. Now that I think about it, Arlong was definitely a better villain than Big Mom and that's not a crazy take at all
