Wasting time on gags and goofy things like that while nothing happens on screen does make it feel longer even afterwards reading the entire arc at once.

One Piece has some of the worst pacing in manga. But when did you first notice how bad it was? For me it was in Enies Lobby with the whole Zoro and Ussop being handcuffed. It clearly was to add levity to the arc, but it completely ruined the pacing and overall tone of the arc. Dragging it out.

Zoro arguably got all his character development done in the First half. Now it's just him doing cool things. While I find him boring and not written well at times. He definitely gets moments in every arc.
