If we are being honest nami acts like the vc the most on a day to day basis. Obviously zoro is meant to fill the role as the #2. The shs are unique in that the entire crew including luffy listens to the person in the crew with the most knowledge/experience in the problem at the moment.

If you want to go down that route every sh is a vc as they can all lead if it's in thier area of expertise.
