I would say so outside of Asura. What he used against King looked almost as strong as Asura honestly. That was definitely a high diff battle compared to Sanji/Queen which was more mid-diff.

How do you figure that? I can't really see Mihawk beating Shanks or Blackbeard 1v1. Or even Kaido. Mihawk backed down from a battle with Shanks at Marineford. Akainu almost died against a weakened Whitebeard. Fujitora couldn't/wouldn't stop Doflamingo's birdcage.

I'm gonna go with Fujitora. I think the Straw Hats may clash with the navy before the end game battle against the Blackbeard Pirates. But the opposite could be true too and the Navy could be the end game, especially with Imu and the Gorosei lurking around.
